Are these reports running queries?
If so, why not tune them? You can relatively easily become a hero in your
users' eyes instead of "bouncer from hell".

Ya, this is what I'm doing right now, but doesn't really work. CPU used
time is much less than the real time and is not very predictable compared
to the 'real' time.
