For database files, for which data activity is for a member, then...
Look at the Dataspace Activity Statistics which are maintained since
the first open after IPL. DSPFD TYPE(*MBR) and QUSRMBRD API [MBRD0200]
which will have some documentation:
http://publib.boulder.ibm.com/infocenter/iseries/v5r4/index.jsp?topic=/apis/qusrmbrd.htm
That documentation can correlate to the DSPFD for *MBR. Be sure to
consider the comment that "The counts for the data space activity
statistics are intended to be approximate counts that are associated
with the object since the last IPL. These counts are intended to monitor
performance statistics on the object and are meant only to show trends
in the operational use against the object."

If the statistics must be for a starting time after the IPL, then
subtract the first-pass collection values from the later rows. An
insert trigger that generates the difference only, for each new row, can
give the activity for the duration since the prior data point.
Note: "[Last] Extract" information is deprecated. Refer to MBRCEN,
MBRDAT, & MBRTIM for /retrieval/ date-time information.
