Here is the scoop straight from the Sales Manual...

So ... it appears that Skippy was right in what they told you
and you got caught up in a slight model change.

IOP change to 515/525 packages:

With the WAN smart IOAs, there is much less reason for you to use an IOP;
and, if present, it may actually waste a PCI slot. For this reason, most 515 Express
packages will no longer include the no-charge #9844 IOP, starting in October 2007.

This change will begin after machine code V5R4M5 is available. Starting October 9,
2007, the IBM configurator will no longer generate #9844 IOPs on new configurations
except for Express Configuration 2.

After October 26, orders received by IBM that include
a #9844 IOP feature will be invalid. If you still require an
IOP, use the #2844 IOP feature.

Ok, I was all set a month ago to purchase my i5. Then we ended up moving so
I put it off. We had done everything except made the payment. This is for
a 515 under the developer's program.

Now, a couple days I ago I tell them we're all settled and I'm ready to pay.
Then they add on $2100 for IOP and explain it's no longer free.
