Yes, when we add disks we always take the option "add to asp and balance 
data" and never  just "add to asp".  That first one does the capacity.

The reason I wanted to run the TRCASPBAL and the STRASPBAL *USAGE was some 
parity sets seem to be busier than others.  And it still seems thus,
