AFaIK the given URL to reach the newsletter is a snippet from a
personalized URL [from the subscriber email], for which the removal of
its custom login information, will not allow general access to the site
and/or newsletter.? I get a 500 error on a browser session that does
not have a cookie for my ibm.com user.
Anyone who is *interested in receiving the newsletter* can visit
www.ibm.com and click on the _My IBM_ link [in the light-blue links
under the IBM logo]. Then...
  - visit _My Profile_ first, if not already a registered ibm.com user
  - visit _Subscriptions_ if already a registered ibm.com user, or if
the language preference has not been set for that user
The _Subscription Services_ link adds the language choice, so the
following is the US English link rather than generic:

http://www-931.ibm.com/bin/subscriptions/welcome.cgi?cl=usen
At the "Sign in to Subscription Services" specify an email address to
which it is considered acceptable to receive newsletters. Choose the
_Select Newsletters_ link and check the boxes of interest; e.g. the "IBM
Training News". After processing up to several pages of possible
topics-of-interest for the customization of the chosen email
subscriptions, click Submit; or cancel for change of mind. Visit the
Subscriptions page again anytime with that ibm.com user to add, change,
or remove subscriptions. Note: there is a convenient link to effect a
remove-all-subscriptions request
