It seems that it is actually looking for the file in the
\QNTC\WDSERVER2\FLASH\ORTHOFLASH directory. But it is not there. Any
ideas?

UNIX shells (including Qshell) interpret a single backslash as an escape
character. If you "double up" the backslash characters the shell will
interpret each "double backslash" as a single backslash. In other words,
try something like this in Qshell:
rm \\\\QNTC\\WDSERVER2\\FLASH\\ORTHOFLASH\\\\flash_test.xls
