Thank-you, all who offered up suggestions. Evidently somebody on the customer's staff figured it out, because (following a period in which I couldn't get a TELNET connection to their box) I find that MSF and SMTP are both now up, and the queued-up messages have gone away.

When I asked for help, I told my colleague who was actually dealing with the customer that it was no flies off my back if they got it working without my help. Although I will ask her to find out what the problem turned out to be.
