ERRMSG itself does what you were trying to achieve (and it uses a similar technique under the covers to send only the message text (OVRDTA) and attributes (OVRATR)) so one wonders why were you trying to use both techniques?

I am not so sure I like how ERRMSG works
anyway, since it locks the keyboard and only one error is shown.


The ERRSFL keyword will solve both those problems.
