The quick answer is yes.
You can attach a data queue to an output queue and it will receive an entry whenever the spool file gets a RDY status. You would then have a program monitoring the data queue and receiving those entries which you could then use to email the spool file or copy it to the IFS.
You can set up the emailing of spool files quite simply and use the SNDDST command to email them. This uses MSF and is reliant on QSNADS being available. I have a document describing how to configure SMTP and also some CL and CMD source for an EMAILSPLF command at the following links:

It's not very fancy, but it does the job. Alternatively, you could download and install the freeware MMAIL tool from
http://www.easy400.net/easy400p/maindown.html. This is a a great tool for emailing that uses an API (the name of which I always have to look
up) and will also convert your spool files to PDF format.
