FWiW: The ALTER TABLE to ALTER COLUMN to SET NOT NULL [and optionally SET DEFAULT] to change the current column attributes if there are no NULL values already in the column and none were\are intended.

Of course the same changes should be made to the original source for if\when it would be used again to CREATE TABLE; i.e. best to create as desired versus alter to become the desired.
