One or more of a number of possible things happened. It boils down to the
fact that you are probably going to have to IPL and reapply ptfs.
One possible item is this, system value QABNORMSW is set to 1=Abnormal.
This means that your last shutdown wasn't right. It might have been as
simple as someone ran an ENDJOBABN at some time in the past prior to the
power down. If this value is set then MF* ptf's might apply but most, if
not all, of the SI* class will not. I've also seen this value set right
after initially loading OS into an LPAR.
Since GO LICPGM option 50 shows nothing I'd also look at WRKJOB SCPF and
look at those joblogs. And since you are going to have to IPL you might
want to make sure that WRKPTFGRP is somewhat current with

updated this week (but that one may not be applicable to you).
