Rob, 

In the GO LICPGM, option 50, go back to when you installed the OS.
Start looking forward from there.  There should be a line that says
something like "(INZSYS) Initialization of system is complete." 

If it is, and you have verified all the PTFS are installed, I would be
on the phone with IBM.
If its not there, I would still be on the phone with IBM and asking if
that's the cause of your problem. 

You have reached the limit of my problem analysis!

I can imagine that INZSYS means Initialise System but I am not sure how
I
find the answer to your question from the log.
