Yes, but the transaction log is only used on messages that are delivered
to the information store. Also, the transaction logs are truncated after
each Full Backup.
MTAs that just relay, like the Exchange Edge Server role, a Spamfilter
Appliance, or an ISP Outbound Mailserver do not have any transaction
logs that are retained. Of course, they still store the message on the
local disks, but only for the purpose of having safe transactions -
they'll get overwritten within seconds.
Really, you did not here about the lost law suit when an ISP employee
read a confidential email that passed through there server.
