Each 'S' or 'O' in position 17 starts a new OR group.  A blank 
designates that the statements are AND'ed.

Adding the new statements gives you the equivalent of

select if (i$dcto='W' and iodcto<>'WR') or (iolitm='GDT' and iodcto<>'OP')
