1. A newly-created file inherits the authorities of the parent directory.

Either this is an incorrect statement or there is a problem on my system.

I have a directory that I own (my authority is *RWX *ALL) and that has
*PUBLIC *RWX *ALL authority.

We have a process that creates a file in this directory via CPYTOIMPF. Each
time this process runs, the file is created as *PUBLIC *RWX *NONE.

This process runs under someone else's ID, so that person is the owner of
the new file and gets *RWX *ALL.
