Minor note... It wouldn't be that an *AUTL is "needed" as much as one can be a useful way to specify and manage authorities.

E.g., changing authorities directly on an object can require an exclusive lock; but if the authorities are specified in an *AUTL, the *AUTL authorities can be changed even while the object itself is in use.

And of course, *AUTLs can help with IFS authority management. It can be done without them -- it simply can be easier with them.
