I'm pretty sure Rob is right. Note the fourth parm -- Status. From the 
Info Center:

Status
    INPUT; CHAR(10)

    The status of the jobs to be included in the list. The special 
values supported are:
    *ACTIVE 	Active jobs. This includes group jobs, system request 
jobs, and disconnected jobs.
    *JOBQ 	Jobs currently on job queues.
    *OUTQ 	Jobs that have completed running but still have output on an 
output queue or the job's job log has not yet been written.
    *ALL 	All jobs, regardless of status.

The listed jobs may be selected for *ACTIVE, *JOBQ, *OUTQ or *ALL. (I'm 
pretty sure the Open List of Jobs (QGYOLJOB) API also can work as you 
need. I've used it to list job queue jobs.)
