Why can't he just turn 'auto-config' on and let the 400 do the config for him. He can the remove the old one and make changes to the new device.It makes life simpler ( and things work ) when the microcode ( sorry LIC ) resource matches what the OS is configured as. WRKHDWRSC is telling you what the LIC sees, Which happens even if autocfg is off. Autocfg will use what the LIC sees and gen an OS device(s) as appropriate.
