It means "Allow Blanks" behaviour will be applied (or tolerated or  
propagated) to any field in the record format that also has a validity  
checking keyword specified. This is explained in the first two  
sentences of the second paragraph in the description of AB in the page  
located by the URL you referenced in your earlier append.

In practice it means a field with both CHECK(VNE) and CHECK(AB)  
specified will allow the field to be cleared (by Field Exit or spacing  
over) without causing DDS validation to complain that blanks don't  
satisfy VNE requirements.

The latter. That is the purpose of VN and VNE.
