 KEEP ALIVE is a poor term to use for this mechanism because it is

 This mechanism does not keep a Telnet session alive.  It is a probe to

The changes take effect the next time the TELNET server is started

 server only; they are not used by the TELNET client.  Many of
 these same parameters can be set for TELNET clients using the
