That decision can go both ways and will vary based on the shop and the
confidence level in the newer OS.  If you just upgraded the target when prod
failed, probably not.  But if you've been running for a while and are, say,
just a few weeks from the prod upgrade then you'd probably stay on 6.1.

Your recovery time objectives will also factor into the decision.  If you
have a very small window for failover, the business may take the risk of
problems on the new release v. the guarantee of a larger recovery window
should the target have to be reinstalled from scratch,
