The BP is most likely upgrading the Base OS to the laetst RE-SPIN level for
V5R4 to make sure the actual OS is correct for the new HW. This update is
to QSYS, so there should be little impact. This part I think is mainly to
handle the latest Licensing Rules and HW Models

V5R4M0->V5R4M5 is a LIC-only upgrade. It will not change and update
