Probably; well over 95% is my guess. But since determining the problem origin is so simple, that would be my first choice. The primary reason is to know why the failure transpired, to best know how to prevent the incident again after recovery; which could remain an issue even after a scratch install. The resolution may not be so simple however, perhaps more work than in comparison to a scratch install. So a secondary reason to investigate the error is to know if a simple correction or circumvention might enable the IPL without having to install or scratch install. Another secondary reason to determine the cause of the failure is to determine if perhaps either a slip install or abbreviated slip install might correct the condition to allow the IPL.
