If using the IBM job scheduler, it does account for dst changes and
does not
repeat jobs scheduled during the dst change times. I have verified that
with
IBM several years ago w/the developers who were at Common).

That's good news! Did you happen to ask them what the product does about
the "missing" hour in the spring? Curious to know what happens there too.
