So now we thinking about some tool which will be run on AS400 and will

If i'd have to do it, i'd use SSH. Simple, secure and available for
IBM i and all major desktop platforms.

Another alternative is FTP, which is insecure or complicated (SSL
encrypted FTP on the IBM i is a PITA).

Last and least, there's Netserver and accessing the files directly
using SMB. Good luck on getting that to work.
