FTP connection tracking only works on streams which the firewall can
read - that's not the case if the control channel is encrypted.

The best way to avoid this without riddling your firewalls full of
holes (as stenore suggested) is by ending SSL encryption on the
control channel after authentication by issuing a CCC command.
