  Presumably a RSTLIB *NONSYS was performed after the scratch 
install, having used save media taken on a release level prior to 
the installed OS.  Note that only an N=N, N+1, and N+2 installs are 
supported over the pseudo-user libraries QUSRSYS, QGPL, & QSYS2. 
Attempting any other installs may yield many problems, not only for 
the install which might even complete with apparent success, but 
problems that are not obvious at all and may only be discovered well 
into the future when finally attempting to use a feature that 
depends on the problematic object and\or data; similar to what often 
occurs after improper restore activity into those libraries.

  What does the "Recovery" for the message [unstated message 
identifier] suggest for the condition of "can't install QGPL"?
