No, you cannot change the process you changed before without changing it.
IOW, that process you changed previously by adding a simple OVRPRTF in it 
cannot be changed to do what you want without additional changes.  These 
changes might be submitting the actual printing to a job running 
underneath a user that has access to a restricted output queue, or by data 
queueing.
No wait - you CAN change the process you changed before without changing 
it.  Use a command exit point on DLTSPLF.  If the user tries to delete a 
spool file on a particular output queue tell them it's not going to 
happen.
