If you get this error do the following, this worked for me in restricted
state:

Delete the SQL package in QGPL called QZDAPKG

Delete the index in QUSRSYS called QYSMSVRE

Run RCLSTG *DBXREF

The QZDAPKG should get re-created with todays date once you restart as well
as the index.
