Adobe has two products that can handle this, Central Pro and LiveCycle Output however they do not have an intuitive AS/400 or System I user interface. The technology does a true merge (not a dumb form overlay) so the data and page integrity is perfect. Both of these products have a huge install base and the product is rock solid, lights out production quality.
Eclipse Corporation provides a very nice interface called iForMagine on the IBM system, this integrates the Adobe software so it actually installs on the AS/400 or System I and is compatible with V6 R1. It can accept raw spool files and intelligently merge them into any document type. It maintains page sizes and page overflows automatically. Languages Supported for Presentation (Print or PDF) are English, French, German, Swedish, Spanish, Italian, Finnish, Norwegian, Danish, Portuguese, Czech, Polish, Hungarian, Russian, Simplified Chinese, Traditional Chinese, Korean, Japanese.

wrong. Do you know some which support correctly national language?

Spool on AS400 are printed correctly - with polich chars, only during
conversion to pdf something going wrong ....
