While the partition is down select the partition with the check box and the click on the double arrow drop down and pick Configuration and then Manage Profiles

Then click on the profile name to edit it.

Now on the Tagged I/O tab, select "Hardware Management Console" for the Console.

Now close and save and then restart the partition with the updated profile. You should get a console on the HMC.
