I would like to give the user the ability to modify and send email content
templates that we have. So, from an rpg program, the user would hit a
command key for example and an outlook window would open prefilled with
from/to/subject,body and any number of attachments. They could then further
customize the body and send the email.

Is it possible for you to share, at a higher level, what you're trying to
accomplish?  What will be the contents of the message file?  Is this a MIME
message, for example?  (There are tools for this.)  Or what is the goal?
