Yes, the CPY command. You might need the UNIX tools (QSH) installed.

CPY OBJ('/home/lgoodbar/test.txt')
TOOBJ('/QSYS.LIB/LOYD.LIB/TEST.FILE/TEST.MBR')
DTAFMT(*TEXT)
