I ran into this on my blade which was fixed with a firmware update. The
link you supplied has quite a bit of info and other links, but the gist
of it comes down to the way the processors are configured in an uncapped
configuration.

You should ensure server firmware is at EL340_061 or later due to:
o MB03145 – Firmware fix. Problem is exposed in EL340_039 fixed at
EL340_061 and beyond.
For HMC-managed systems running with uncapped processors, create a Named
processor pool with the amount of processor equal to the licensed
amount. Modify the partitions to used the named processor pool versus
the default shared processor pool. Refer to Rochester Support Center
knowledgebase document 524857977, Configuring Shared Processor Pools for
Use with Operating System Licensing Rules: Database 'Rochester Support
Center KnowledgeBase', View '1.0 DBManagement View\All\Software',
Document 'Configuring Shared Processor Pools for Use with Operating
System Licensing Rules' for this process.

Is this 720 HMC managed? Perhaps it has an incorrect configuration.
