Oh well, I decided to do it manually and ... incredible! It created the 8

TOMBR(PVIDAL) MBROPT(*REPLACE)
INCREL((*IF ITNBR *EQ '21737'))
FMTOPT(*MAP *DROP)

I only have this item once in the ITEMBL file but there are 7 additional
items that start with "21737" and they are being brought in ... for some
unknown reason. I know I can SQL this but the way the command is
configured should deliver what I want. Looks like a bug?

There you are specifying the constant without the trailing blanks.

Does the CPYF work correctly or incorrectly if you specify
INCREL((*IF ITNBR *EQ '21737 '))

If it still works incorrectly with all trailing blanks, then yes, it
looks like a bug. :(
