IMO, it's harder to use Agile for a product that has significant
heritage ...

Not to mention highly regulated industries like banking, where you're developing and enhancing systems that transfer funds from one entity to another. The number of transactions and the quantity of funds may be HUGE! What about something like airline traffic control? The consequences of mistakes may be disastrous.

So it would be nice to understand the context of the question.
