I'm pretty sure that DLTPGM just deletes the program.

If you specify REPLACE(*YES) when compiling a program, it will be moved into the QRPLOBJ library (with a new name), but continue to be active for any jobs that are currently using it.

Most change control systems will also move a program to QRPLOBJ when replacing it to prevent active programs from bombing.
