UTC doesn't change, so CST is 6 hours behind UTC, and CDT is 5 hours behind.

No such system value as QTIMZON in V5R1. There is a QUTCOFFSET which is set to -05:00 for us (Central Time). Is this correct? I ask because the National Institute of Standards shows that it should be -06:00 (http://nist.time.gov/images/US_time_zones.gif).
