They don't have an HMC. Just one partition and a green screen console. I
couldn't get the image catalogs to pass the verify step even after
downloading the 15 parts several times.

for there to be PTF *SAVFs in QGPL that are not known to the system, yes
they can be found with UPDPTFINF but who remembers to do that?
How is your firmware managed? HMC or by PTF?
What do you see in DSPFMWSTS?
Is the screen below the entire output of WRKPTFGRP? If so you may be
'somewhat behind' on PTFs. Can you send the first screen from DSPPTF
(999) and then press Enter and also send the first screen of SS1?
