Yeah there could be an issue here with just what you suspect, firmware.

Note that all the older TCs and the TLs show 'Superseded', none show Permanently applied or Temporarily applied. This tells me that it has been 'some time' since PTFs were applied to this system. The firmware isn't super old but not current for sure. See if you can order MH01184 for 5722999 and load and apply just that PTF. It will take an IPL and it should bring the firmware up to SF240_403 which is one step from the very latest. This will certainly be current enough for the PTFs you've downloaded.

Hopefully this gets that error out of there.
