You have to download an "Installation Manager" application to the
iSeries, and use it in conjunction with some type of "repository"
and all of this is done from the command line (QSHELL is guess...)
I start down through the installation documentation I was able to
find and end up nested 8 deep in links and all I see is information
for UNIX and Windows installs ....
I'm going crazy here.

AFaIK there is still a requirement to RSTLICPGM to get a
pre-requisite product [¿ 5733-W80 (WE2) WebSphere Application Server -
Express 8.0 ?] installed, but then the actual [common experience]
installation is via a scripted [likely via the QSH] or a GUI install
procedure. I did not read to verify that, but I think the following
documentation should assist to clarify:
