I agree with that. However I occasionally hear programmers reproachfully saying that they're missing a separate machine (virtual or real) for development. That's not a big problem to me. Use separate libraries and library lists. Limit authority to production libraries and objects. Have formal procedures for moving changes into production libraries that adopt appropriate authorities.
