Even on a small staff you run into a lot of issues without proper change
management. Here's a simple example. Someone does a CHGPRTF on
production. Someone else modifies the printer file on the development
lpar some time later. They copy it to production and it's not working.
Proper change management software will tell you that something was changed
outside of change management and ask you if you want to proceed.
