I'm not familiar with Tomcat, but normally with Java applications, the
system's administrator (or programmer, sometimes) would set the
JAVA_HOME environment variable to tell applications where the JVM is
located.  Your software could then use this variable to determine the
location of the Java binaries, if needed.

However, I've certainly never heard of the JVM "moving" from release to
release (or certainly within the same release!)  But, the location is
different depending on which of the JVM's you're using...
