Check Service Level is ending with This installation package could not be opened.

I am on Windows 7 Professional SP1. My i is running 7.1. My IBM i Access
for Windows properties Service tab has the directory set to
\\myibmi\QIBM\PRODDATA\ACCESS\WINDOWS\IMAGE64A
