Ok, I got it working for me, but not someone who is not a domain admin.
Then we did the following and it worked for them
Start, All Programs, Accessories
Right click Command prompt and select Run as Administrator
net use u:\\gdisys\qibm
u:
cd \proddata\access\windows\image64a
setup

I don't suppose there's a way to tell Check Service Level to "run as
administrator"?

Wait, as I was typing this up a coworker tried right clicking on Check
Service Level and selecting "run as administrator". That worked for them.
