Right.  What chokes it down is the job QUEUE.
If you do
WRKACTJOB SBS(QINTER) do you see more than one job in that subsystem?
Probably.
Now look at DSPSBSD QINTER, 6. Job queue entries.  You may have something
like:
Seq  Job                      Max
Nbr  Queue      Library    Active
10  QINTER      QGPL        *NOMAX
20  QS36MRT    QGPL        *NOMAX

Now go back to DSPSBSD QBATCH
Take 6. Job queue entries
