Me, I'm a *DTAQ kinda guy. So you set up a DDM *DTAQ between systems. While system "A" is backing up System "B" patiently waits on the queue at his end. When "A" is done it sends a notification that the drive is available and now "B" starts his backup. When he's done he notifies "A" that he's complete so the cycle can start again.

You may want to consider some extra data in the queue such as date so that old messages that might possibly get stuck in the queue are recognized and properly ignored.
