I recall seeing messages like this on servers prior to the 520 and maybe the first version of the 520.

as I recall you could buy your server with less interactive CPW than the box has.

for instance you could have a 270-2248 with 150 cpw total and only 25 cpw "allocated" for interactive use.

I also recall seeing those messages when a user would run an interactive query or SQL that would run for a long time.
