They don't care about a nice GUI front end. This is a decidedly low tech
business.

They're hamstrung due to the availability of talent in this country.

quite a number of years. Not to mention true ILE support for generating
service programs...

So it's pretty easy for a 2E shop to put a nice GUI front end in place...
