Everything worked out OK, but I had the same error as you did when I finished.
I added "SMTP" to the library list as that's where it is installed according to those instructions, and everything is now working as you would expect.

1) a command
2) a program
You have the command. What you don't have is the program. A command by itself is a nothing. A command is simply a way to execute a program.

crazy thought. Do a DSPCMD SNDM and see if it says *LIBL for theto run or points to a specific library.

Don't forget that the command and the program are 2 different things.
The _command_ might exist, but not the _program_.

I just loaded the SNMP command from Uzaemon (
